Mats Östling works as an ICT-strategist on an national level for The Swedish Association of Local Authorities and Regions. He has long-term experience from organisational and development issues regarding all sorts of ICT-related matters on the level of local authorities and has participated in different projects aiming at implemeting ICT in local governments, in education as well as in the administration. He has also acted as a teacher-educator within Master´s education. Mats Östling is the initiator of the Swedish repository project focused on re-use of public financed software and co-founder of the Swedish Excellence center for Open Source and Open Standards.
